Morgan Mill TX Real Estate: A Practical Checklist for Buying Land Outside City Limits
Morgan Mill is a small, unincorporated community in northeastern Erath County on U.S. 281, about 10 miles north of Stephenville. People who look here usually want room: acreage, pasture, a country home. Buying outside a city is a different process from buying in town, and a few extra questions up front can save you a lot of trouble later.
What is Morgan Mill?
Morgan Mill dates to the mid-1800s. The community grew around a mill and a post office, and it's home to the Morgan Mill Tabernacle, a 1910 structure that the Texas Historical Commission marked in 1994 and that is still used as a community gathering place. The Morgan Mill Independent School District serves students in the area. Because Morgan Mill is unincorporated, there's no city government, no city tax, and no city council. Your property is governed at the county level, and services come from the county, special districts, or private providers.
What does "outside city limits" mean for a buyer?
That's the question that matters. A few things work differently:
- Fewer layers of local rules. Cities adopt zoning and building rules. Counties in Texas generally have limited land-use authority, so there may be fewer restrictions on what you can do, and also fewer protections against what a neighbor can do. Ask the county what applies and look for deed restrictions on the property.
- Septic, not sewer. Most rural properties use an on-site sewage facility (septic). In Texas, systems are authorized either by a local authorized agent or by a TCEQ regional office, depending on the area. Ask for the permit and inspection history, and whether a recorded affidavit or maintenance contract applies.
- Water. Is it a well, a rural water supply corporation, or something else? Ask for water test results and the well log, and ask who bills for water.
- Roads and access. Is the road county-maintained, or a private easement? Legal access is a title issue, not just a driving one.
- Emergency services. Ask which fire department and EMS serve the address.
- Taxes. You'll pay the county, the school district, and other special districts, but not a city. The Erath County Appraisal District handles values and exemptions.
What does it mean for buyers and sellers around Morgan Mill?
If you're buying, you're doing a bit more homework, and that's fine. A survey, a title review, a septic and well inspection, and a flood-zone check are the basics. If you're selling, having your survey, septic permit, well information, and any ag valuation paperwork ready tells a buyer you're organized.

My take: what I'd do right now
- Order a survey. Know your boundaries, easements, and where the fence actually is.
- Verify access. Confirm the road is public or that you have a recorded easement.
- Inspect the septic and the well. A home inspector may not cover them in full, so ask about specialists.
- Call the appraisal district. Ask about the current valuation and exemptions.
- Check the flood map and utilities. Know the flood zone, who provides electricity, and what internet options exist.
- Drive it at different times. Rural doesn't always mean quiet. Check for highway noise, nearby operations, and livestock.
